MALAYSIA: New Anti-dumping Duties on Steel Imports from China, South Korea and Vietnam

New anti-dumping duties are to be imposed on a variety of steel imports from China, South Korea and Vietnam. Introduced as of 9 October this year and set to remain in force until 8 October 2026, anti-dumping duties of between 7.42% and 42.08% will be levied on cold-rolled coils of alloy and non-alloy steel (with a thickness between 0.20 mm and 2.60 mm, and a width between 700 mm and 1,300 mm) imported from any of the three countries. Exempt from such duties, however, will be imports of tin mill black plate and related automotive-use items, according to a statement from the Ministry of International Trade and Industry (MITI).
The Ministry has also made it clear that the levies payable will vary from company to company. In the case of China’s BX Steel POSCO Cold Rolled Sheet Co, for instance, it will face duty of 35.89%, while other mainland-based steel producers – including the Bengang Steel Plates Co and the Jiangsu Shagang International Trade Co – will have to contend with a 42.08% levy. In South Korea, meanwhile, the Hyundai Steel Company will only be obliged to pay duty at a level of 11.55% duty, while many of the country’s other producers will to pay more than double that at 21.64%. In Vietnam, it’s a similarly multi-tiered story with most producers – including the China Steel Sumikin Viet Nam Joint Stock Company – hit with duty of 33.70%, while POSCO-Viet Nam Co will face a reduced liability of just 7.42%.
