Guangdong Improves Business Registration System

Guangdong recently issued a circular on major tasks for transforming government functions, streamlining administration, delegating power and improving services (Yue Ban Han No. 55 [2021]). A number of administrative items requiring provincial-level approval will be delegated to Guangzhou and Shenzhen and steps will be taken to promote the delegation of a number of such items to Zhuhai, Shantou, Foshan, Dongguan and Zhanjiang. Provincial-level administrative items in some important sectors will be delegated to the cities concerned. These include the “one-stop e-government service platform” for construction projects, the “one integrated licence” reform for enterprise-related examination and approval services, and the information sharing and mutual recognition of qualifications in business registration in Guangdong, Hong Kong and Macao, with Shenzhen and Zhuhai’s Hengqin as demonstration areas.
