Shanghai Unveils Master Plan for Further Opening-up of Services Sector

On 21 April, the Ministry of Commerce issued a circular outlining plans for a pilot programme to further expand opening up of the services sector in Shanghai. Under this plan, Shanghai is to proactively adapt to the new trends of global supply chain reshuffling and reconstruction of global economic and trade rules, ease access restrictions category by category, and eliminate administrative barriers in key sectors such as telecommunications, internet, healthcare, transportation, culture and education.
The plan puts forward 11 opening-up measures in four key areas, including the deepening of reform and the expansion of opening-up in key sectors such as scientific and technological services, commercial services, and logistics and transportation services, promoting the demonstrative development of expanded opening-up in key platforms and key industry parks, and optimising the institutional mechanisms for the opening-up and development of the services sector.
