China Issues New Rules on Pollutant Discharge Permits

According to a new Regulation on the Administration of Pollutant Discharge Permits recently issued by the State Council, enterprises, institutions and other production and operating entities which discharge pollutants must apply to their relevant local regulatory authority for a permit. They must also establish a ledger record system for environmental governance, truthfully record the polluting operations of major production facilities, and the concentration and quantity of discharges. Permits are valid for five years and may be renewed 60 days before expiry.
The new rule, which will come into force on 1 March, aims to improve environmental protection.
