China Unveils New-Energy Vehicle Development Plan

On 2 November, the General Office of the State Council released a new-energy vehicle (NEV) industry development plan for 2021-2035 (Guo Ban Fa No. 39 [2020]). The plan is aimed at expanding the NEV sector and building automotive manufacturing capacity. By 2025, the competitiveness of China’s NEV market is expected to have improved significantly, with major breakthroughs in several key technologies, including batteries, drive motors and vehicle operating systems. The average electric power consumption of pure electric passenger cars is expected to drop to 12kwh per 100km, and NEV sales will make up 20% of total vehicle sales. Highly-automated vehicles will be in commercial use in specific environments and the convenience of battery charging and swapping services will be greatly improved.
