China Deepens Reforms to Make it Easier to Start a Business

The General Office of the State Council recently issued a circular on deepening commercial reforms to further ease burdens on enterprises and stimulate their vitality (Guo Ban Fa No. 29 [2020]). Reform measures were put forward in the following areas:
Online services for starting a business
- Promoting a “one-stop government service system” for starting a business
- Enhance services to help businesses start
Registration
- Quickening reforms relating to registration of domicile and place of business
Streamlining of review, approval and other procedures
- Promoting reforms to production licensing for industrial products
- Improving the compulsory product certification system to simplify the certification of goods intended for export or domestic sale.
