China Promotes Sixth Batch of FTZ Pilot Reform Experience Nationwide

The State Council recently issued a circular to all local governments, ministries and commissions and departments directly under the State Council (Guo Han No. 96 [2020]), saying that according to the policy decisions and deployments of the central authorities, the governments in the places where the pilot free trade zones (FTZ) are located and the departments concerned should replicate and promote nationwide the experiences gained from the sixth batch of pilot reforms in advancing institutional innovation in the light of the functional positioning and characteristics of the pilot free trade zones. These include the following nine reforms in the investment management sector:
- A joint handling system for publication permits and distribution permits, and online distribution record-filing
- Good management practice for green ship repair enterprises
- Green channel for electric power projects
- A 3D land management model with 3D cadastre at the core
- A convenient model of real estate registration
- AI-assisted VAT declaration services for small-scale taxpayers
- “Acceptance through one window for parallel processing” in the approval services for operation permits and business licences
- “Package services” for deregistration of companies
- Model of registrant-commissioned production of medical devices
