Shanghai Free Trade Zone Implements Pilot Separation of Licences from Permits

The Shanghai Municipal Commission of Commerce recently issued a circular launching pilot reforms (Hu Shang Gong Mao No. 0145 [2020]), including the separation of business licences from operation permits in the China (Shanghai) Pilot Free Trade Zone, including the Lingang New Area. Specific measures include the following:

  • Abolition of record-filing and registration for foreign trade operators
  • Implementation of a compliance promise system in granting auction business licences
  • Optimisation of approvals for accreditation of enterprises involved in end-of-life vehicle recycling (dismantling)
  • Reducing approval times for qualification accreditation for businesses involved in overseas labour co-operation from 20 working days to 10
