China Releases Implementation Guidelines for Five Made in China 2025 Projects

The Chinese government officially released the implementation guidelines for five Made in China 2025 projects on 20 August. The Ministry of Industry and Information Technology (MIIT), Ministry of Finance and two other ministries and commissions were involved in the formulation of this first batch of supporting documents for Made in China 2025.

The central leading group for Made in China 2025 started the work of formulating the so-called “1+X” plans after this strategy was unveiled in May 2025. Here, “1” refers to “Made in China 2025” and “X” refers to the 11 supporting implementation plans, action guides or development planning guidelines.

The five implementation guidelines are for the manufacturing innovation centre project, the project to build a more solid foundation for industrial development, the green manufacturing project, the smart manufacturing project and the high-end equipment innovation project. The other six supporting documents include development planning guidelines for manufacturing talents, information industry, new materials industry and pharmaceutical industry and action guides for developing service-oriented manufacturing and promoting the upgrading of quality and brands in equipment manufacturing.

Among these five projects, the project to build a more solid foundation for industrial development is mainly intended to address engineering and industrialisation bottlenecks in the manufacturing of core and basic components and parts, key basic materials and advanced basic processes and to develop basic services for industrial technologies. The smart manufacturing project uses the popularisation of digitalised manufacturing and the demonstration of smart manufacturing as the basis to promote the smart transformation of manufacturing and the advance of industries to mid and high ends.

According to MIIT Vice Minister Xin Guobin, the Made in China 2025 strategy has entered a new stage of all-round development and the next step is to set the annual targets and tasks and name the responsible parties based on the respective plans and guidelines.
