Hong Kong is poised to further deepen business ties and commercial partnerships with high-growth enterprises in Shaanxi Province, a major industrial base and emerging technology hub in central China.
A Hong Kong business delegation led by Prof Frederick Ma, Chairman of the Hong Kong Trade Development Council (HKTDC), recently engaged with business leaders and government officials in Xi’an, Shaanxi’s provincial capital, to strengthen cooperation in areas such as innovation and technology (I&T), finance and overseas expansion.
The three-day programme also included visits to technology parks, as well as a roundtable discussion on the support and services Shaanxi enterprises need as they expand overseas.
Shaanxi is home to some sizeable I&T clusters, including the flagship Xi'an Hi-Tech Zone, and has made significant strides in developing and commercialising technology, in areas such as aerospace and the low-altitude economy, Prof Ma highlighted.
At the same time, Hong Kong, with unique advantages in domestic and international connectivity, is highly complementary to Shaanxi in technological innovation, modern industries and global supply chains, he said.
Currently, around a dozen Shaanxi enterprises are listed in Hong Kong, Prof Ma pointed out, expressing his hope that more high-quality enterprises will make use of Hong Kong’s advantages as an international centre for finance and business expansion.
In the future, the HKTDC will use the Xi’an Hi-tech Zone to promote more partnerships between tech companies in Shaanxi and financial and professional services companies from Hong Kong.
The HKTDC also plans to organise additional Hong Kong company visits to Shaanxi to foster more partnerships for mutual development.
In 2024, the Council facilitated the establishment of an Advanced Research Institute by Xi'an Jiaotong University in Hong Kong.
This year, both sides strengthened their partnership, signing an MoU and promoting the participation of Xi'an's I&T enterprises at InnoEX, a leading platform for tech innovation and commercialisation held in Hong Kong every year.
The HKTDC’s Executive Director Sophia Chong also invited Shaanxi enterprises to use Hong Kong as a bridge to international markets.
Hong Kong’s 2026 Policy Address, which supports the city’s first Five-Year Plan published last month, sets out measures to consolidate Hong Kong’s position as the preferred platform for Chinese Mainland companies expanding overseas, Ms Chong pointed out.
As a core member of the Hong Kong SAR Government’s GoGlobal Task Force, the HKTDC can leverage its resources and network of offices around the world to help Shaanxi enterprises connect with partners, implement overseas projects and export their innovations through Hong Kong.
