VIETNAM: New Registration Requirements for Overseas E-Commerce Platforms

As of 1 January next year, any offshore entity or trader operating a Vietnamese language website, utilising a locally-registered domain or processing more than 100,000 annual Vietnam-sourced transactions will be required to register their e-commerce activities with the appropriate authorities.
All such traders will also be obliged to establish representative offices or appoint authorised representatives in the country and must collaborate with Vietnam’s state-management agencies in the prevention of any transaction deemed illegal. The requirements also extend to any social media platform that permits users to set up dedicated vendor spaces. Furthermore, any overseas investor looking to enter Vietnam’s e-commerce sector will be subject to vetting by the Ministry of Public Security if their initiative is related to one of the country’s five leading e-commerce service providers.
