CAMBODIA: Online Certificates of Origin Introduced for Hong Kong Exports

An online automated system for Certificate of Origin (CO) applications has been launched by the Ministry of Commerce (MOC) for items being exported to Hong Kong. The move, in compliance with the requirements of the ASEAN-Hong Kong, China Free Trade Agreement, sees exporters able to access the facility via the AHK form on the Ministry’s website.
Following the ratification of the treaty on 14 November last year, the new system allows exporters and manufacturers to create, submit and electronically pay for COs digitally on a 24-hours-a-day, seven-days-a-week basis, a move said to save exporters both time and money. Once COs are created via the website, however, they remain subject to final approval by the MOC, with exporters notified automatically of their CO status via e-mail. In line with this, for a CO to be valid, it must be both signed by the exporter and countersigned by the MOC.
