China Furthers Reform of Separating Business Licences and Operation Permits

China has announced it will adopt a full-coverage listing-management system for enterprise-related business licensing items nationwide starting from 1 July. The method of reforming the examination and approval system, the specific reform measures and the strengthening of on-going and ex-post supervision measures will be determined one by one for all enterprise-related business licensing items. Four methods of reform are put forward, including out-right abolition of examination and approval, replacement of examination and approval with record-filing, implementation of the compliance promise system and optimisation of examination and approval. At the same time, more reforms of the examination-and-approval system will be launched in pilot free trade zones.
