Customs Brokers to be Subject to ‘Record-Filing’ Administration

On 29 April, the Standing Committee of the National People’s Congress revised the Customs Law of the People’s Republic of China. The revised legislation abolishes the system of administrative examination and approval for the registration of customs brokers, replacing ‘approval’ with ’record-filing’.

Registration of customs brokers is therefore greatly simplified. Applications may be submitted via the China International Trade Single Window, the internet-plus customs window and other online platforms. and the entire process can be completed online without having to submit any paper documents. Furthermore, brokers’ operations are no longer subject to expiry.
