THAILAND: Draft Plastic Food Contact Laws Open for Public Consultation

The Thai Industrial Standards Institute (TISI) has opened up public consultation on four draft food-contact laws relating to the use of plastic containers and fluoro polymer-coated utensils. With the process scheduled to be completed by 10 July, the body has also informed the World Trade Organization (WTO) of the pending legislation.
The headline details of the four proposed laws are as follows:
1) Draft Ministerial Regulation on Plastic Containers for Drinking Water
TIS 998-2553 (2010)
Relating to plastic containers for drinking, the acceptable sizes, materials, appearance, labeling, sampling, and criteria for conformity and testing are all detailed in this standard.
2) Draft Ministerial Regulation on Plastic Food Containers for Microwave Oven Part 1: For Reheating
TIS 2493-2554 (2011)
Relating to plastic food containers for microwave oven use, this regulation specifically covers plastic containers with caps that directly come into contact with food. In particular, it details the acceptable product types (including their abbreviated designations) and materials, while also outlining the general requirements for packaging, marking, labeling and sampling, as well as the statutory criteria for conformity and testing.
3) Draft Ministerial Regulation on Plastic Containers for Microwave Part 2: For Single Reheating

This also relates to food-contact plastic containers, lids and other components that may be used for a single reheating in a microwave oven. In detailed terms, it specifies that such containers can be made from either single layer or multi-layer materials and that their temperature resistance should be a minimum of 100°C. It also details the acceptable product types (including their abbreviated designations) and materials, while also outlining the general requirements for packaging, marking, labeling and sampling, as well as the statutory criteria for conformity and testing.
4) Draft Ministerial Regulation on Fluoro Polymer Coated Utensils in Contact With Food
TIS 2622-2556 (2013)
Focusing on fluoro polymer-coated utensils designed to come into contact with food, this standard specifically relates to “utensils formed from a metal substrate with their food contact side coated with fluoro polymer and used for cooking in a heated environment.” Cooking utensils and electrical appliances used for cooking via electrical heating are excluded from this standard.
