Shanghai Launches ‘One Integrated Licence’ Pilot Reform

On 21 April, Shanghai released guidelines (Hu Fu Gui No. 5 ) promoting the “integrated online platform” and “one integrated licence” reforms for the convenience of businesses and residents in the city. A system of integrated business licence and comprehensive industry supervision will be established and an integrated licence will be issued to market players in specific industries instead of requiring them to apply for multiple licences. Of the first batch of 25 industries, involving only local administrations in the Pudong New Area approved by the State Council, some have been selected for the “one integrated licence” reform since 1 May. Full-scale reform will commence on 1 October.
