China Unveils New Rules for Inspection and Testing Agencies

On 8 April, the State Administration for Market Regulation (SAMR) released new measures for the supervision and regulation of inspection and testing agencies which issue data, results and reports to the public for purposes of certification (SAMR Order No. 39 [2021]).
Under the measures, such agencies and their personnel are responsible for reports they issue and bear all civil, administrative and criminal responsibilities. People engaged in inspection and testing activities may not be employed by two or more agencies at the same time. Moreover, persons authorised to sign reports must possess the required technical competencies. The measures will come into force on 1 June.
