Shanghai Promotes Tax and Fee Facilitation Reform

On 22 April, 16 departments including the Shanghai Municipal Tax Service of the State Taxation Administration , jointly issued a circular outlining several measures intended to facilitate the reform of tax and fee payments and optimise the taxation and business environment (Hu Shui Fa No. 25 [2021]). These will improve services for market players and accelerate the creation of a market-oriented, rules-based and international taxation and business environment.

Specific measures include promoting direct access to tax and fee reduction policies, improving the facilitation of tax and fee payments, advancing electronic invoice reforms, protecting the rights and interests of market players by optimising taxation law enforcement, and strengthening efficiency tracking to ensure that all measures are implemented effectively.
