Shanghai Issues Business Environment Improvement Plan

On 2 March, the government of Shanghai released an action plan for strengthening the systemic integration of reform measures while continuing to build a world-class business environment. The main goals of the city’s so-called ‘business environment improvement plan version 4.0’ are as follows:

• Continue to deepen, fine-tune and systemise reforms across various fields on the basis of learned experience from the previous three years
• Upgrade business facilitation measures

• Optimise the administrative environment

• Improve full-life-cycle management services for enterprises

• Create an environment of fair competition

• Strengthen services for maintaining a safe and stable business environment

• Intensify safeguard measures.
