China Issues New Rules for Supervision of Cosmetics

On 28 December 2020, the National Medical Products Administration (NMPA) issued an announcement (No. 144 [2020]) relating to implementation of its Administrative Measures for the Registration and Record-Filing of Cosmetics, which has come into force since 1 January 2021. Companies holding a special-use cosmetics registration certificate or which have completed record-filing for general cosmetics are now accountable by law for the quality and efficacy claims made of these products.
In particular, enterprises of cosmetics and cosmetics new raw materials will complete the record-filling procedures upon the submission of record materials to the responsible departments, while the medical products administration department shall carry out the registration management work in accordance with the stipulated procedures and time limits. For special cosmetics whose registration decision is made after 1 January 2021, the product registration certificate is valid for 5 years.
