China Adopts Trial Measures for Carbon Emissions Trading

The Ministry of Ecology and Environment (MEE) recently issued administrative measures for carbon emissions trading (for trial implementation), which will come into force on 1 February 2021. These measures apply to carbon emissions trading and relevant activities across China, including the allocation and surrender of carbon emissions allowances, registration, trading and settlement of carbon emissions rights, greenhouse gases reporting and verification, as well as the supervision and administration of these activities. The MEE will establish a nationwide carbon emissions trading market in accordance with relevant government regulations. The types of greenhouse gases and industries covered by this nationwide market will be decided by the MEE and put into implementation and made known to the public in due course.
