State Council to Pilot Market Access Reform in Pudong New Area

The State Council decided at its executive meeting on 11 November to deepen reform in the Shanghai Pilot Free Trade Zone and test the “one integrated licence” for market access in Pudong New Area. Thirty-one sectors in Pudong New Area, including e-commerce by micro and small firms and individually-owned businesses, construction projects, convenience stores, cafeterias, gyms, bookstores and cinemas, will start the integrated licence reform to merge multiple licences into one for market access. A total of 25 permit items under the responsibility of State Council departments will be processed and issued by the authorities in Pudong New Area to allow market entities to get up and running with one single permit effective nationwide. The meeting pointed out that the reform will be promoted to the whole country when the pilot projects are mature.
