Guangzhou Promotes High-Quality Development of Cross-border E-commerce

According to a circular issued by the Guangzhou Municipal Commerce Bureau on 4 September (Sui Shang Wu Han No. 731 [2020]), Guangzhou has formulated 19 measures to promote the high-quality development of cross-border e-commerce (CBEC) and speed up the fostering of new competitive advantages in trade. The following are some of these measures:
- Optimising the business environment at ports and making concerted efforts in CBEC supervision and law-enforcement; allowing qualified CBEC retail exports to be shipped back to China without tax; striving to achieve mutual recognition of qualifications of inbound and outbound express consignment operators in different customs districts within the city area; supporting companies in unfolding CBEC B2B exports; grasping well the implementation of the policy of collecting income tax on CBEC companies on an assessment basis in the comprehensive pilot zone; and simplifying the trade in goods foreign exchange receipts and payments of small and micro CBEC firms.
- Striving to get the green light from the state authorities concerned for approval to launch pilot projects for the CBEC retail import of healthcare products and pet food.
- These measures will be valid for three years starting from the date of issuance of the circular.
