State Council Pushes for High-Quality Development of National High-Tech Zones

The State Council recently issued guidelines promoting the development of national high-tech industrial development zones (Guo Fa No. 7 [2020]), putting forward measures in the following six policy areas:

• Muster high-end innovation resources, attract and foster innovation talent, and strengthen the innovation of key and core technologies, as well as the transfer and commercialisation of research achievements

• Support the development and strengthening of high-tech enterprises, actively foster small and medium-sized technology enterprises, and strengthen service support for technology innovation and entrepreneurship

• Foster and develop emerging industries, make leading industries with special characteristics bigger and stronger, and promote the upgrading of industries to higher-end status

• Bolster opening-up and innovation, and promote co-ordinated regional development in order to foster regional innovation growth drivers and help enterprises integrate with the global innovation system

• Deepen the reform of management systems and mechanisms in order to optimise the business environment

• Strengthen guidance and organisational management support
