Accounting Firms Required to Complete Record-Filing to Engage in Securities Services

According to a joint circular (Cai Hui No. 11 [2020]) issued by the Ministry of Finance (MOF) and the China Securities Regulatory Commission (CSRC), with effect from 20 August 2020, accounting firms must file records with the MOF and the CSRC to engage in securities services. Specific provisions concerning record-filing dossiers and methods, verification and notification procedures, and so on, are stipulated. The record-filing formalities will be jointly implemented and handled by the MOF and the CSRC. If the record-filing dossiers submitted by the accounting firms are in full compliance, the MOF and the CSRC will simultaneously announce the list of the recorded accounting firms and their basic information through their websites and by other means within 20 working days from the day all the record-filing dossiers are received.
