Mass Innovation and Entrepreneurship Demonstration Zones to Help Stabilise Employment

The General Office of the State Council recently issued implementation opinions on tapping more into the role of demonstration zones of mass innovation and entrepreneurship to further bolster reform, stabilise employment and reinforce growth drivers (Guo Ban Fa No. 26 [2020]). In order to give a stronger push to mass innovation and entrepreneurship, the people’s governments of all provinces/municipalities, all ministries and commissions of the State Council and all institutions directly under the State Council are required to concentrate efforts on promoting fuller employment and creating better jobs and support employment and market players with new growth drivers. Special support must be given to college graduates, returned farm labourers and other key groups in starting businesses and finding jobs. Efforts must be made to promote the high-quality development of innovation and entrepreneurship by building these demonstration zones into important carriers for entrepreneurship and employment, leading benchmarks for integrated innovation, clustering platforms for lean startups, important nodes for global entrepreneurship and demonstration models for all-round innovative reform.
