China Streamlines CCC Certification of Export Products for Domestic Sales

The Certification and Accreditation Administration of China recently issued a circular to the designated CCC certification bodies (Guo Ren Jian No. 5 [2020]) on further optimising CCC certification of export products for domestic sales. While ensuring compliance and validity in their certification, the designated certification bodies should reasonably streamline and optimise the certification procedures for the domestic sale of export products in line with their quality management and risk control capabilities. They are also asked to shorten the processing time and reduce the number of authentication certificates by opening the green channel, accepting and recognising existing conformity assessments, expanding online services and other measures.
Regarding international multilateral and bilateral mutual recognition mechanisms which China has joined and can recognise the relevant testing, inspection and certification results, the circular specifies that the designated certification bodies should recognise or accept the testing, inspection and certification results of enterprises or products shifting to domestic sales and avoid repeat assessment as far as possible to reduce certification costs.
