China Improves Recycling System for Used Appliance to Promote Replacement Consumption

Eight government departments, including the National Development and Reform Commissionand the Ministry of Industry and Information Technology, jointly issued a circular (Fa Gai Chan Ye No. 752 [2020]) on 14 May, stating that steps will be taken to further improve the used appliance recycling system and promote the spending on replacement in order to stimulate residents’ consumption potential. The target is to further improve industry standard specifications and policy systems and basically build a well-regulated, orderly, co-ordinated and efficient used appliance recycling system that is running smoothly in about three years.
The plan calls on all departments concerned to optimise used appliance recycling networks and build internet-based service platforms together with garbage sorting and oversize garbage disposal with city authorities and enterprises playing important roles. Recycling channels will be optimised and support will be given to businesses producing, selling and recycling large electrical appliances and e-commerce platforms to develop reverse logistics and used appliance recycling by making use of delivery, assembly and repair channels.
