Approval Rules Announced for Operating Smart Parcel Lockers

The State Post Bureau recently released the 2020 edition of its licence approval rules for operating smart parcel lockers, for express delivery, and the 2020 edition of its record-filing rules for smart parcel locker outlets. Postal administrations in eastern, central and western regions are required to set up procedures for enterprises to apply for a licence to operate smart parcel lockers as part of their express delivery operations before the end of June, July and August respectively.

The approval rules state that a smart parcel locker outlet refers to an express delivery outlet located in a residential area, university, commercial centre or transport hub. A “smart parcel locker” may take the form of one big locker or a set of big lockers and small lockers. An enterprise must apply to the postal administration in the province, autonomous region or municipality where it plans to operate its parcel delivery lockers.
