Shenzhen Implements Separation of Business Licences and Operation Permits

The municipal government of Shenzhen recently announced a comprehensive plan to implement the separation of business licences and operation permits. Four methods of implementing the reform are put forward, including out-right abolition of examination and approval, replacement of examination and approval with record-filing, implementation of the compliance promise system, and optimisation of examination and approval. Greater efforts will be made to conduct pilot reforms in the Qianhai and Shekou Area of Shenzhen.
