China to Build Modern Environmental Governance System

The General Office of the CPC Central Committee and the General Office of the State Council recently issued their Guiding Opinions on Building A Modern Environmental Governance System. The main objectives around environmental governance in the run-up to 2025 include establishing a leadership responsibility system, a corporate responsibility system, a national action system, a supervision system, a market system, a credit system, and also a legal, regulatory and policy system. Entities will be set up and their responsibilities formalised, while enthusiasm among market players and the public will be encouraged. The main points are as follows:
Corporate responsibility system
- Implementation of a pollutant discharge permit management system in accordance with laws
- Promotion of the greening of production services
- Disclosure of environmental governance information
Market system
- Strengthening of support for the environmental protection industry
- Improvements to pricing mechanisms
Legal, regulatory and policy system
- Strengthening of fiscal and taxation support
- Improvements to financial assistance
