China Rolls Out 19 Measures to Boost Consumption

The National Development and Reform Commission and 22 other departments jointly issued the Implementation Opinions on Promoting Capacity Expansion and Quality Improvement of Consumption and Accelerating the Formation of A Strong Domestic Market (Fa Gai Jiu Ye No. 293 ) on 13 March, putting forward 19 opinions for promoting consumption in six respects, including:
- Optimise domestic market supply
Steps would be taken to comprehensively enhance the competitiveness of domestic goods and services, improve the system of service industry standards as soon as possible, and promote the formulation, revision, trial implementation and pilot demonstration of service standards in sectors such as elderly care, housekeeping, nursery, culture and tourism, sports and health services.
- Promote the improvement and upgrading of cultural and leisure consumption
Steps would be taken to enrich cultural and tourism products with special characteristics, establish a system of leisure consumption with connectivity and integration between cultural and tourism industries, and build pilot zones for the integrated development of cultural and tourism industries.
- Build an integrated urban and rural consumer network
Steps would be taken to build consumption centres in accordance with the regional development layout, accelerate the upgrading of mature commercial districts, optimise the planning and layout of department stores and shopping centres, guide the appropriate concentration of retail industries, and avoid disorderly competition.
- Accelerate the building of a “smart +” consumer ecosystem
Steps would be taken to accelerate the construction of a new generation information infrastructure, speed up the construction and commercial application of 5G networks, support the use of 5G technology in the transformation and upgrading of cable TV, and make cable/wireless convergence possible in residential households.
