Fabrics, Headgear, Sacks, Leather Covers, Other Items Among New China List 3 Tariff Exclusions

Additional exclusions from the Section 301 additional 25 percent tariff on List 3 goods from mainland China have been announced by the Office of the U.S. Trade Representative. Affected products include certain fabrics, non-woven disposable headgear, man-made fibre stuff sacks, leather covers for telecommunications devices, wood flooring, desk accessories of medium density fibreboard, digital electronic scales, toddler beds of wood, portable outdoor cookers, printed circuit board assemblies, power supplies, aluminium shovels, titanium dioxide, sewer hose supports, automotive polishing attachments, mechanical articles for motor vehicles, fuel filters, lottery ticket vending terminals and AC motors. These exclusions, which must be claimed using new HTSUS subheading 9903.88.40, are reflected in one 10-digit HTSUS subheading (6505.00.8015) and 46 specially prepared product descriptions that cover 61 separate exclusion requests. They will be retroactive to 24 September 2018 and remain in place to 7 August 2020.
These product exclusions are available for any product that meets the specified product description, regardless of whether the importer filed an exclusion request. The scope of each exclusion is governed by the scope of the product descriptions set forth in the USTR notice and not by the product descriptions in any particular request.
