Guangdong Unveils Measures to Support Resumption of Production

On 5 February, the provincial government of Guangdong unveiled 20 policy measures, across five key areas, to promote the resumption of production in different types of enterprises affected by the coronavirus epidemic. The measures are as follows:
- Local governments at all levels must further intensify work in ensuring enterprises resume work and production
Guangdong province will issue a series of guidelines in response to the situation caused by the recent spread of novel coronavirus. City governments at or above the prefectural level will assume primary responsibility and assign special personnel to oversee preparations for the resumption of work and production, ensuring that enterprises can have confidence in the epidemic prevention and control measures that are in place. They will ensure that the conditions for the resumption of work are met, co-ordinate the implementation of protective measures, and broaden recruitment channels.
- Further reductions in labour costs for enterprises
Social insurance burdens on enterprises will be reduced. Enterprises that are unable to pay employee pension insurance, medical insurance (including maternity insurance), unemployment insurance, work-related injury insurance or make contributions to the housing provident fund due to the impact of the epidemic will be allowed to extend processing and payment until up to three months after the epidemic is over.
- Further reductions to operational burdens on enterprises
Enterprises will be allowed to defer the filing of tax returns during the epidemic prevention and control period. Enterprises that meet the conditions for deferring tax payments will be allowed to defer payment for not more than three months.
- Further increases to fiscal and financial support
Financial relief measures will be enhanced and banks and financial institutions will be encouraged to offer deferred repayment of loans, loan extensions, reduced interest and remission payments, and exemption of interest, to those enterprises more seriously affected by the epidemic.
- Further optimisation of government services
Measures will be taken to ensure essential supplies for projects under construction, or new projects, including projects relating to epidemic prevention and control, energy supply, transportation and logistics, medical resources, and ecology and the environment.
The implementation period of the above policies is temporarily set for three months following the date of promulgation. For policy measures with a specific period of implementation, those provisions will prevail.
