Miscellaneous Canadian and Latin American AD/CV Actions on Mainland Chinese Products

Argentina Preliminarily Finds Dumping on Washing Machine Motors. Argentina has issued a preliminary affirmative determination in its AD duty investigation of certain mainland Chinese motors of the kind used in washing machines classified under NCM 8501.10.29, 8501.10.30, 8501.20.00 and 8501.40.19. The investigation covers the following washing machine motors: (1) alternating current, single-phase, asynchronous motors for a voltage of at least 110 but no greater than 240, and a power of at least 37.5 watts but no greater than 750 watts; and (2) universal electric motors for the same voltage range and of the same power range. Imports of subject merchandise will face a provisional duty of 41 percent for a period of six months.
Argentina Preliminarily Finds Dumping on Arc Welding Machines. Argentina has issued a preliminary affirmative determination in its AD duty investigation of mainland Chinese machines and apparatus for arc welding of metals, except for welding robots, classified under NCM 8515.31.90 and 8515.39.00. Imports of subject merchandise will face a provisional duty of 94.39 percent for a period of four months.
Canada Begins Sunset Review of AD/CV Duty Orders on Fasteners. Canadian authorities have begun an expiry (i.e., sunset) review of the AD and CV duty orders on certain mainland Chinese carbon steel fasteners classified under HTSCA 7318.11.0000, 7318.12.0000, 7318.14.0000, 7318.15.0010, 7318.15.0042, 7318.15.0045 and 7318.15.0049. The Canada Border Services Agency will accept questionnaire responses and other information from interested parties through 5 December 2019 and will issue its determination by 26 March 2020. In the event of a positive determination, the Canadian International Trade Tribunal will determine by 2 September 2020 whether the continued or resumed dumping or subsidising is likely to result in injury or retardation. The CITT will hold a public hearing in connection with this review on 22 June 2020.
Brazil Issues Schedule of AD Sunset Review on Safety Glass. Brazil recently issued the following schedule for its on-going AD sunset review on safety glass for use in household refrigerating appliances classified under NCM 7007.19.00 from mainland China: closure of evidential phase of investigation (10 January), deadline for data and information contained in the file (30 January), issuance of technical note with essential facts under analysis to be considered in the final determination (2 March), deadline for presentation of final submissions by interested parties and end of instruction phase (23 March) and issuance by DECOM of final determination (13 April).
