China Set to Establish Online Construction Industry Blacklist
23 October 2019
In a bid to enhance the management and oversight of the construction sector, an information-sharing platform – complete with a blacklist of organisations and individuals who have previously contravened any relevant laws or regulatory requirements – is to be established.
As well as being identified on this dedicated portal, any individuals or organisations deemed to have failed to observe statutory construction requirements may also face legal action. Persistent transgressors may further face the suspension or revocation of any relevant qualifications or certifications. In certain instances, lifetime bans on engaging in any construction-related activities may also be imposed.
Full details can be found in the Guiding Opinions on Improving the Quality Assurance System to Upgrade the Quality of Construction Engineering (Guo Ban Han No. 92 [2019]), as drawn up by the Ministry of Housing and Urban-Rural Development and subsequently endorsed / issued by the State Council.
