Official Notice Increasing Additional Tariffs on List 4 Products from Mainland China Issued
29 August 2019
In a notice to be published in the Federal Register on 30 August, USTR will formally set at 15 percent in lieu of 10 percent the previously announced additional tariffs that are slated to enter into force on 1 September and 15 December on most remaining imports from mainland China. As expected, the duty hike of five percentage points will apply to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. EDT on 1 September (List 4A) or 15 December (List 4B). This means that the higher additional tariffs will apply to subject goods even if they were already on their way to the United States prior to these effective dates.
USTR is also planning to increase the additional 25 percent tariff currently in place on US$250 billion worth of mainland Chinese goods (Lists 1 through 3) to 30 percent effective 1 October following a notice and comment period. However, USTR has yet to issue that notice.
