China Reinstates Additional Tariffs on US Vehicles and Auto Parts

China has announced plans to re-impose additional import tariffs on US-origin vehicles and automotive components as of 15 December 2019.
The specific measures involved include the following:
- Reinstating the 25% additional tariffs on the 28 items listed in Appendix 1 of Announcement No. 10 [2018] of the Customs Tariff Commission as initially outlined in Announcement No. 5 [2018]
- Reinstating the 25% additional tariffs on the 116 items listed in Appendix 2 of Announcement No. 10 [2018] of the Customs Tariff Commission as initially outlined in Announcement No. 7 [2018]
- Reinstating the 5% additional tariffs on the 67 items listed in Appendix 3 of Announcement No. 10 [2018] of the Customs Tariff Commission as initially outlined in Announcement No. 8 [2018]
Despite the restoration of the tariffs, the Customs Tariff Commission will continue to accept exclusion requests relating to any of the affected products, with the relevant application procedures to be announced in due course. Any vehicles or automotive components ultimately deemed to be exempt will feature on Product Exclusions List Three.
The Customs Tariff Commission of the State Council issued its Announcement on Resuming the Imposition of Additional Tariffs on Vehicles and Auto Parts Originating from the US (No. 5 [2019]) on 23 August.
