Miscellaneous Latin American AD Actions on Mainland Chinese Products

Brazil Begins AD Probe of Pencils. Brazil has initiated an AD investigation of writing, drawing and colouring pencils, consisting of wood, thermoplastic resins or other materials, containing a graphite or colour mine, based on carbonates dyed by pigments or colourants, classified under NCM 9609.10.00, from mainland China. Brazilian authorities will send questionnaires to any known producers and exporters, which will have 30 days to complete and return them.

Argentina Issues AD Duty Order on Cotton Denim Fabric. Argentina has issued an AD duty order on certain cotton denim fabric classified under NCM 5208.43.00, 5209.42.10, 5209.42.90, 5209.49.00, 5210.49.10, 5211.42.10, 5211.42.90 and 5211.49.00 from mainland China. Imports of subject merchandise will face a minimum FOB export price of US$3.23 per lineal metre for a period of five years. While imports of lower-valued items are allowed, importers are required to guarantee payment of the difference in each of those circumstances.

Brazil Begins Sunset Reviews on Sodium Acid Pyrophosphate and PVC Resins. Brazil has initiated separate sunset reviews of the AD duty orders on mainland Chinese (1) sodium acid pyrophosphate (SAPP) classified under NCM 2835.39.20, and (2) polyvinyl chloride resins classified under NCM 3904.10.10. Imports of subject merchandise currently face dumping margins ranging from US$684.27 to US$2,534.07 per tonne in the case of SAPP and 21.6 percent in the case of PVC resins.

Brazil Initiates Public Interest Query of AD Duty Order on Ferrite Magnets. Brazil has initiated a proceeding to determine whether the AD duty order on mainland Chinese ring-shaped ferrite magnets (ceramic) classified under NCM 8505.19.10 should be revoked or modified for public interest reasons.

Brazil Amends Terms of Price Agreement for Imported Citric Acid and Certain Citrate Salts. Brazil recently amended the terms of the price agreement for imports of mainland Chinese citric acid and certain citrate salts classified under NCM 2918.14.00 and 2918.15.00 from certain companies. Specifically, the new minimum CIF price under this price agreement has been set at US$1,095.32 per tonne effective 19 August.
