U.S. Could Allow Imports of Fresh Jujube Fruit from Mainland China

The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service is seeking input from interested parties by 24 May on an analysis that evaluates the risks associated with the importation into the continental United States of fresh jujube fruit (Ziziphus jujuba Miller (Rhamnaceae)) from mainland China. APHIS has made an initial determination that certain phytosanitary measures should be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of this fruit, if implemented as specified in a risk management document prepared by the agency. After reviewing any public input, APHIS will announce its final determination of whether to allow imports of fresh jujube fruit from the mainland.
The national plant protection organisation of mainland China would have to spell out its operational workplan to implement the APHIS risk management document. Required measures include (i) importation in commercial shipments only; (ii) registration of production places and packinghouses with the NPPO; (iii) limiting registered places of production to locations north of the 33rd parallel, except for shipments from locations south of the 33rd parallel if given phytosanitary treatment by irradiation at 400 Gy for Bactrocera correcta, B. cucurbitae and B. dorsalis; (iv) the NPPO maintaining a national fruit fly monitoring programme; (v) grove sanitation and trapping for fruit flies in places of production located in a province in which Carpomyia vesuviana (Ber fruit fly) is known to be present; (vi) recordkeeping of fruit fly detections in registered places of production; (vii) pre-export inspection and issuance of a phytosanitary certificate by the NPPO; and (viii) importation only with an APHIS permit and subject to inspection at the U.S. port of entry.
