Hong Kong Testing Facilities Now Approved for CCC Verification of Mainland Goods

Duly-accredited Hong Kong-based testing facilities can now undertake assessments of mainland produced products to ensure they comply with the statutory standards required for the issuance of a China Compulsory Certificate (CCC). Any such SAR facility, however, must have the official endorsement of the Hong Kong Accreditation Service and must carry out the specified testing in partnership with a designated mainland institution.
Details of this new entitlement, which features among the revised provisions of the Agreement on Trade in Services, itself part of the wider framework of the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA), were recently announced by the Certification and Accreditation Administration of China (CNCA). In addition, an Implementation Guide relating to these new arrangements, which came into force on 1 March this year, has also been published.
