Mexico Rescinds AD Duty Order on Graphite Electrodes
Mexico recently issued the final results of its sunset review of the AD duty order on mainland Chinese graphite electrodes for electric arc furnaces classified under HTSMX 8545.11.01. The ministry decided to rescind this order because there is no evidence that such rescission would result in continued dumping and injury to a domestic industry. Imports of subject merchandise had been subject to AD duties ranging from 38 percent to 250 percent.
Brazil Issues AD Duty Order but Temporarily Suspends AD Measures on Steel Flat-Rolled Products
Brazil has issued a final affirmative determination in its AD investigation of certain mainland Chinese hot-rolled flat-rolled products of alloy or non-alloy steel, of a width of 600 mm or greater, in plates of a thickness of less than 4.75 mm or in coils of any thickness, classified under NCM 7208.10.00, 7208.25.00, 7208.26.10, 7208.26.90, 7208.27.10, 7208.27.90, 7208.36.10, 7208.36.90, 7208.37.00, 7208.38.10, 7208.38.90, 7208.39.10, 7208.39.90, 7208.40.00, 7208.53.00, 7208.54.00, 7208.90.00, 7225.30.00 and 7225.40.90. However, the application of the AD duties shown below has been suspended for a period of one year (the suspension may be renewed for an additional year) due to public interest reasons.

Argentina Begins Sunset and Changed Circumstances Review of AD Duty Order on Ceramic Flags and Paving. Argentina has initiated a sunset and changed circumstances review of the AD duty order on mainland Chinese unglazed and unvarnished ceramic flags and paving of “porcelanate” or “porcelain,” of a water absorption coefficient by weight not exceeding 0.5 percent, for paving or reinforcing purposes, classified under NCM 6907.21.00. Since January 2013, imports of subject merchandise have faced a specific duty of US$12.20/sqm (polished ceramic flags and paving) or US$8.77/sqm (unpolished merchandise).
CBSA Issues Results of AD Sunset Review of Steel Piling Pipe
The Canada Border Services Agency has issued a final affirmative determination in its expiry (i.e., sunset) review of the AD duty order on certain mainland Chinese steel piling pipe classified under HTSCA 7306.30.0010, 7306.30.0020 and 7306.30.0030. The Canadian International Trade Tribunal will now conduct an inquiry to determine whether the expiry of this order is likely to result in injury to a domestic industry. A final CITT decision is expected by 4 July.
Canada Begins Sunset Review of AD/CV Duty Orders on Oil and Gas Well Casing
Canadian authorities have begun an expiry (i.e., sunset) review of the AD duty order on mainland Chinese seamless carbon or alloy steel oil and gas well casing, whether plain end, bevelled, threaded or threaded and coupled, heat-treated or non-heat-treated, meeting American Petroleum Institute specification 5CT, with an outside diameter not exceeding 11.75 inches (298.5 mm), in all grades, including proprietary grades, classified under HTSCA 7304.29.0011, 7304.29.0019, 7304.29.0021 and 7304.29.0029.
The CBSA will accept questionnaire responses and other information from interested parties through 28 February and will issue its determination by 21 June. In the event of a positive determination, the CITT will determine by 26 November whether the continued or resumed dumping or subsidising is likely to result in injury or retardation. The CITT will hold a public hearing in connection with this review on 17 September.
