Miscellaneous Canadian and Latin American AD/CV Actions on Mainland Chinese Products

Argentina Issues AD Duty Order on Rubber Balloons
Argentina has issued an AD duty order on mainland Chinese rubber balloons of any size, form and colour, whether or not printed, including water balloons, classified under NCM 9503.00.99 and 9505.90.00. As a result, imports of subject merchandise will be subject to an AD duty of 97 percent for a period of five years.

Chile Issues AD Duty Order on Steel Bars for Mill Balls
Chile has issued an AD duty order on conventional mill balls for grinding with a diameter of less than 3.5 inches classified under HTSCL 7228.30.00 from mainland China. Excluded from this measure are new generation steel bars for mill balls with a carbon content higher than one percent. Imports of subject merchandise will face AD duties ranging from 8.2 percent to 22.9 percent, as shown below.

Argentina Will Not Impose AD Duties on Certain Woven Fabric

Argentina has issued a final negative determination in its AD probe of certain wool woven fabric and certain polyester staple fibre fabric mixed with wool classified under NCM 5112.11.00, 5112.19.10, 5112.20.10, 5112.30.10, 5112.90.00 and 5515.13.00 from mainland China. As a result, this proceeding has been terminated without the imposition of any final measures.

Argentina Renews AD Duty Order on Certain Fans
Argentina has renewed its AD duty order on certain fans classified under NCM 8414.51.10, 8414.51.90 and 8414.59.90 from mainland China. Imports of subject merchandise will now face an AD duty of 164 percent, up from 136.92 percent previously.

Colombia Issues Preliminary AD Determination on Iron and Steel Profiles. Colombia has provisionally established a minimum FOB price of US$473.28 per tonne in the on-going AD investigation of mainland Chinese iron and steel profiles, whether or not alloyed, in L and U sections, hot-rolled or extruded, classified under HTSCO 7216.21.0000, 7216.10.0000 and 7228.70.0000. This measure will be in place for a period of six months from 20 November.

Mexico Amends AD Duty on Certain Steel Products
The Mexican government has amended from 22.22 percent to US$0.1874 per kilogramme the AD duty in place on imports of certain mainland Chinese flat-rolled corrosion-resistant steel products classified under HTSMX 7210.30.01, 7210.30.99, 7210.41.01, 7210.41.99, 7210.49.01, 7210.49.02, 7210.49.03, 7210.49.04, 7210.49.99, 7210.61.01, 7210.70.01, 7210.70.99, 7212.20.01, 7212.20.02, 7212.20.99, 7212.30.01, 7212.30.02, 7212.30.99, 7212.40.03, 7212.40.99, 7225.91.01, 7225.92.01, 7226.99.01 and 7226.99.02 that are exported to Mexico by Baoshan Iron & Steel Co. Ltd.

Argentina Begins Sunset and Changed Circumstances Review of AD Duty Order on Bearings
Argentina has initiated a sunset and changed circumstances review of the AD duty order on certain mainland Chinese bearings classified under NCM 8482.10.10. Imports of subject merchandise have been subject to minimum FOB prices ranging from US$7.45/kg to US$21.09/kg since November 2012.

Canada Considers Sunset Review of AD/CV Duty Orders on Steel Casing
The Canadian International Trade Tribunal is seeking comments from interested parties by 15 December on whether it should initiate an expiry review of the AD and CV duty orders on mainland Chinese seamless carbon or alloy steel oil and gas well casing, whether plain end, bevelled, threaded or threaded and coupled, heat-treated or non-heat-treated, meeting American Petroleum Institute specification 5CT, with an outside diameter not exceeding 11.75 inches (298.5 mm), in all grades, including proprietary grades, classified under HTSCA 7304.29.0011, 7304.29.0019, 7304.29.0021 and 7304.29.0029.

The CITT will only initiate a review if it determines that there is sufficient information for such a review to be performed. If a review is not initiated, the orders will be allowed to expire as scheduled on 10 March 2018. Submissions may address such issues as the likelihood of continued or resumed dumping and subsidising of the goods, the likely volume and price ranges of dumped and subsidised imports if dumping and subsidising were to continue or resume, the domestic industry’s recent performance, including trends in production, sales, market share, domestic prices, costs and profits, and the likelihood of injury to the domestic industry if the orders were allowed to expire. The CITT will issue a decision on 19 January 2018 on whether an expiry review is warranted.

Brazil Amends Terms of Price Agreement for Imported Citric Acid and Certain Citrate Salts
Brazil recently amended the terms of the price agreement for imports of mainland Chinese citric acid and certain citrate salts classified under NCM 2918.14.00 and 2918.15.00 from certain companies. Specifically, the minimum CIF price under this price agreement was set at US$1,229.34/tonne effective 17 November.

Argentina Issues Results of AD Anti-Circumvention Review on Fans
Argentina has determined that imports of certain fans classified under NCM 8414.51.10 and 8414.51.90 that are exported by Century Advance Technology SDN BHD and declared as originating from Malaysia are circumventing the AD duty order on subject merchandise from mainland China.
