Paperless Customs Clearance under Automatic Import Licensing Takes Effect

The General Administration of Customs (GAC) and the Ministry of Commerce (MOFCOM) have jointly issued an announcement on the nationwide implementation of paperless customs clearance of goods under automatic import licensing.
As stated in the announcement, the new measures aim to accelerate the foreign trade policies on steady growth, further promote paperless customs clearance reform and improve trade facilitation. Pilots are currently carried out at 10 customs points.
Key issues of the announcement are as follows:
1. Paperless customs clearance of goods that are subject to automatic import licensing shall be implemented nationwide as of 1 February 2016. The effective scope covers the goods (except for crude oil and fuel oil) under the automatic import licensing management of "one licence for one consignment", and only one automatic import licence is required for one customs declaration form for imported goods. In future, all the goods under the automatic licensing management and all certificates will be included.
2. Eligible enterprises may apply for electronic certificates in accordance with the provisional rules (set out in Shang Ban Pei Han No. 494 ) for the application for, and issuance and use of, electronic certificates of import and export licenses for goods and shall declare to customs in a paperless manner pursuant to relevant provisions of the customs, being exempted from submitting paper automatic import licences for examination. The customs will verify such electronic certificates by means of online verification of automatic import licences, and there will be no paper endorsement issued further.
3. Declaration by paper documents or submission of supplementary paper automatic import licences will be allowed for examination by customs and commerce departments, verification of paper document by other relevant authorities or in the event of computer management system error.
