MOFCOM Expedites Drafting of Cross-border E-commerce Implementation Plan

In accordance with the requirements of the State Council, the Ministry of Commerce (MOFCOM) is stepping up effort with relevant departments to formulate implementation programmes for the Guiding Opinions on Promoting the Healthy and Rapid Development of Cross-border E-commerce (see details in Chinese), refining the measures in details according to the division of functions with a view to ensuring full implementation of various policies.
The Guiding Opinions were examined and adopted by the State Council executive meeting on 10 June, which could be summed up in four aspects:
First, the main objective of developing cross-border e-commerce is, on the one hand, giving general support to domestic enterprises to use e-commerce to carry out foreign trade, and on the other, focusing on key projects to encourage competitive enterprises to grow bigger and stronger.
Second, clear support for the main direction of the policy, which includes optimising customs supervision measures, improving the inspection and quarantine supervision policy measures, specifically regulating the import and export tax policies, improving the management of e-commerce payment and settlement as well as providing fiscal and financial support.
Third, the construction of security systems is strengthened, proposing relevant requirements for cross-border e-commerce development including building integrated service systems, regulating the conduct of cross-border e-commerce operators, letting industry organisations play a role and strengthening bilateral and multilateral cooperation with countries along the “Belt and Road” routes.
Fourth, specific requirements for organisation and implementation are proposed. Relevant departments of the State Council are required to improve supporting measures to provide guidance and services while local governments at all levels must conscientiously implement the measures and carry out services guidance and supervision duties.
