China Customs announced a "single window" clearance mechanism

The General Administration of Customs (GAC) has earlier announced that the “single window” pilot will first be implemented at the China (Shanghai) Pilot Free Trade Zone, and a technical proposal will be formulated by the end of April.
In the government work report this year, Premier Li Keqiang noted that efforts will be made to promote "a one-stop approval and single-window clearance mechanism", and GAC will take on the task of launching "single window" pilots this year. Lately, Zhang Guangzhi, a GAC press spokesperson, has explained that under the "single window" mechanism, trade enterprises will be allowed to submit at one go all relevant documents and certificates and make declarations at a single platform, website or venue (organisation). One-stop processing will then be provided to such documents. The "single window" process will help facilitate coordination among various departments at checkpoints and enhance customs clearance efficiency.
Since 2012, GAC has collaborated with the General Administration of Quality Supervision, Inspection and Quarantine on launching pilots on "single declaration, single inspection and single release", which form the basis for the "single window" model. To date, such pilots have been implemented across eight provinces (municipalities) including Guangdong, Tianjin, Inner Mongolia, Liaoning, Jilin, Heilongjiang, Shanghai and Fujian, representing a total of 17 customs territories. Meanwhile, it is planned that the "single window" pilot will first be implemented at the China (Shanghai) Pilot Free Trade Zone, and be expanded to other areas when it is further improved. A technical proposal is expected to be formulated by the end of April, and system design will follow towards the end of May. In June, online function testing will be carried out at the Yangshan Bonded Port Zone.
