China tightens supervision of agricultural products

The Ministry of Agriculture recently issued the Opinions on Strengthening Quality and Safety Supervision of Agricultural Products, calling for efforts to strengthen supervision and law enforcement over the production of agricultural products in the next three to five years in accordance with quality and safety standards in order to achieve obvious results in projects undertaken, basically bring offences and crimes in these areas under control, and effectively resolve prominent problems.
The Opinions further suggest spending between five and eight years to put the system of whole-process quality and safety supervision of agricultural products on a basically sound footing, make various support systems, such as quality and safety regulations and standards, testing and certification methods and assessment and contingency plans, more scientific and perfect, popularise standardised production in an all-round way, comprehensively enhance law-enforcement capability in supervising the quality and safety of agricultural products, significantly improve the management level and credibility awareness of producers and operators for quality and safety, substantially increase the proportion of high-quality and safe agricultural products, and keep stable the quality and safety of agricultural products.
The Opinions urge agricultural departments at all levels to attach great importance to the quality and safety of agricultural products, persist in carrying out strict law enforcement and promoting standardised production at the same time, attaching equal importance to production and management, fulfil their supervisory duties by maintaining the strictest standards, exercising the strictest supervision, meting out the heaviest punishments and demanding the strictest accountability, strengthen whole-process supervision, and ensure that major incidents of quality and safety of agricultural products do not occur.
The Opinions put forward 27 measures for promoting whole-process standardised production and law-enforcement supervision in seven respects, including the strengthening of safety management in producing areas, the strict supervision of agricultural inputs, the regulation of production practices, the promotion of the system of approval to leave the producing areas and traceability management, the strengthening of supervision over the storage and transportation of agricultural products, the strengthening of project governance, monitoring and evaluation, and the enhancement of law enforcement and supervision capability. These measures will cover all aspects of the supervisory duties of agricultural departments, from the farmland to their procurement, storage and transportation before entering the market or processing enterprises.
