The EPA is requiring persons who intend to manufacture (including import) or process any of 145 specified chemical substances for an activity designated as a significant new use to notify the agency at least 90 days before commencing that activity.

The Senate has approved its own version of legislation to reduce or suspend import duties through 31 December 2020 on nearly 1,700 products that are not otherwise available in the United States. Since the Senate version is slightly different from the version passed by the House of Representatives in January, to become law the two versions will need to be reconciled into a unified bill that then passes both legislative houses and is subsequently forwarded to President Trump for signature. The U.S. and mainland Chinese representatives to the WTO had a heated discussion at a 26 July meeting of the multi-lateral body in Geneva after the United States submitted a paper characterising mainland’s China economic model as “trade-disruptive.” In his concluding remarks, the mainland Chinese representative called on WTO members “to curb the spread of unilateralism and protectionism, to bring the dispute settlement to its full function and to stop the trade war.” More
CBP has issued a proposed rule to implement the changes to drawback law made by the Trade Facilitation and Trade Enforcement Act. However, the proposal goes beyond TFTEA implementation and also proposes a change to how CBP treats drawback of excise and other federal taxes. Comments on this proposal are due by 13 September. More
