China Moves to Integrate Customs and Inspection/Quarantine Declaration Procedures

Pursuant to the Plan for Deepening the Reform of Party and State Institutions, the General Administration of Customs (GAC) has moved to combine the qualifying requirements for customs declarations and inspection/quarantine declarations as of 20 April this year. This follows moves to integrate the customs service and the inspection/quarantine service into one body under the auspices of the GAC. In line with this, a business will qualify for a consolidated customs and inspection/quarantine declaration after completing the required customs registration and/or record-filing procedures.
Among the key changes introduced by this new policy are the following:
- The record-filing requirements relating to enterprises making an inspection/quarantine declaration in their own right and the record-filing requirement for consignees and consignors of imported and exported goods are to be consolidated into one record-filing requirement on the part of the consignees and consignors of imported and exported goods. Enterprises will be eligible to make both a customs declaration and an inspection/quarantine declaration after completing the specified procedures.
- The record-filing procedures for inspection/quarantine declaration agencies and the registration procedures for customs declaration enterprises (including ‘double-identity’ enterprises in areas under special customs supervision) and the record-filing requirements for any sub-branches of customs declaration enterprises, will be consolidated into the registration requirements for customs declaration enterprises and the record-filing requirements for sub-branches of customs declaration enterprises. All enterprises that have completed the registration procedures and all sub-branches that have completed the record-filing procedures will be qualified to make both customs declarations and inspection/quarantine declarations.
- The record-filing procedures for inspection/quarantine declaration personnel and the record-filing procedures for customs declaration personnel are to be combined into the record-filing procedures for customs declaration personnel.
Enterprises may submit their customs applications via the China International Trade Single Window (www.singlewindow.cn) or via the site of their local customs office.
