Argentina Begins AD Probe of Emergency Lighting Devices
Argentina recently initiated an AD investigation of mainland Chinese emergency lighting devices classified under NCM 9405.10.99. Argentinean Customs will begin requiring certificates of origin for subject merchandise 60 working days from 5 September.
Colombia Launches AD Probes of Cotton Woven Fabrics and Steel Profiles
Colombia has initiated separate AD investigation on mainland Chinese (i) cotton woven denim fabrics and certain other cotton woven fabrics classified under HTSCO 5209.42.0000, 5209.49.0000, 5211.42.0000 and 5211.49.0000; and (ii) iron and steel profiles, whether or not alloyed, in L and U sections, hot-rolled or extruded, classified under HTSCO 7216.21.0000, 7216.10.0000 and 7228.70.0000. Parties wishing to participate in the cotton woven fabric investigation must make themselves known to the relevant authorities by 23 September, while parties wishing to participate in the iron and steel profile proceeding must make themselves known to the relevant authorities by 16 September.
Brazil Renews AD Duty Order on Certain Steel Line Pipe
Brazil has extended for an additional five years the AD duty order in place on mainland Chinese seamless carbon steel line pipe of a kind used for oil or gas pipelines, having an outside diameter not exceeding five inches (141.3 millimetres), classified under NCM 7304.19.00. Imports of subject merchandise have been subject to an AD duty of US$743.00 per tonne since September 2011.
Argentina Renews AD Duty Order on Saw Blades
Argentina has renewed the AD duty order on mainland Chinese manual straight saw blades of high-speed steel, classified under NCM 8202.91.00 and 8202.99.90. The current AD duty of US$0.46 per unit has been renewed for a period of five years.
Canada Begins Sunset Review of AD/CV Duty Orders on Steel Piling Pipe
Canadian authorities have begun an expiry (i.e., sunset) review of the AD and CV duty orders on mainland Chinese carbon and alloy steel pipe piles, commonly identified as piling pipe, in outside diameter ranging from 3.5 inches up to and including 16 inches (8.9 cm to 40.6 cm) inclusive, in commercial quality and in various forms and finishes, usually supplied to meet ASTM A252, ASTM A500, CSA G.40.21 or comparable specifications or standards, whether single, dual or multiple certified, excluding carbon steel welded pipe, in the nominal size range of 3.5 inches up to and including six inches (89 mm to 168.3 mm) in outside diameter, in various forms and finishes, usually supplied to meet ASTM A252 or equivalent specifications, other than carbon steel welded pipe in the nominal size range of 3.5 inches up to and including six inches, dual-stencilled to meet the requirements of both specification ASTM A252, Grades 1 to 3, and specification API 5L, with bevelled ends and in random lengths, for use as foundation piles, classified under HTSCA 7306.30.0014, 7306.30.0019, 7306.30.0024, 7306.30.0029, 7306.30.0034 and 7306.30.0039.
The Canada Border Services Agency will accept questionnaire responses and other information from interested parties through 5 October and will issue its determination by 25 January 2018. In the event of a positive determination, the CITT will determine by 4 July 2018 whether the continued or resumed dumping or subsidising is likely to result in injury or retardation. The CITT will hold a public hearing in connection with this review on 23 April 2018.
Argentina Begins Sunset and Changed Circumstances Review of AD Duty Order on AC Motors
Argentina has initiated a sunset and changed circumstances review of the AD duty order on mainland Chinese electric alternating current, single-phase, asynchronic motors, of an output between 0.12 kilowatts and 3.00 Kw, weighing at least four kilogrammes but less than 45 kg, classified under NCM 8501.40.19. Imports of subject merchandise have been subject to a specific AD duty of US$34.79 to US$167.09 per unit since September 2012.
